Requirements & Basics

Ignorance or misinterpretation of any of the rules or other rulesets will not be accepted as a defense against disciplinary action. Server rules are always subject to change and updates are added as the admin staff sees fit. Failure to follow any of the following rules can result in a server ban. Keep reports logical, meaningful, and relevant. Mass reporting a group/individual with no real actionable rule breaks for the sole intent of revenge for in-city actions may result in repercussions for yourself.

Requirements to Play

  • A working microphone
  • A customized character (both clothing/face from default) that looks realistic enough to engage with others.

1. Random Deathmatching

1. Random Deathmatching (RDM)

  • You are at no point allowed to attack/shoot another player's character without sufficient reason and/or without first initiating hostile roleplay.
  • Randomly shooting or punching someone is not allowed.
  • You should not start hostile roleplay with a player who is still loading into the city.
  • You should at no point start roleplay with someone with the sole intent of it escalating to a fistfight or gunfight.
  • You must give the player you are roleplaying with a reasonable amount of time to comply with your demand(s).
    • If the player you are threatening isn't doing anything against your demands and is trying to comply you should give them time to comply.
  • Giving a player an impossible demand, and then killing them is strictly forbidden, and will result in punishment.
    • Telling a player to do something that will likely kill them or you will kill them is not okay and they aren't at fault for not complying.
  • If a player is complying with you, you must have a valid reason to kill them.
    • A valid reason is expected to be logical and executed within a time frame that makes sense to the roleplay. If your reason for killing them is due to what they have seen in roleplay you should knock them out instead to force them to forget the situation.
    • No one is required to pay a ransom, including police; killing someone if the ransom isn't paid isn't a valid reason to kill someone who complied.
  • Phones are not an acceptable tool to initiate hostile roleplay whether a phone call, message, or social app.
  • During a scenario where a crew or group wants to “group” initiate, only one gang member is required to initiate. This player is responsible for ensuring that he/she is heard loudly (via shouting) and clearly by the opposition. The Initiating player must make the opposition aware that they are initiating as part of a larger group. I.E “Leave the area or WE will shoot.”
    • This does not initiate the gang as a whole, only the members within proximity of the situation. Any additional members arriving must initiate themselves.
    • The player performing the group initiation may be required to provide sufficient evidence that initiation was done correctly.
    • For vehicle initiation, groups need to be in matching vehicle colors to be involved in group initiation.
    • For initiation on foot, groups need to be in similar outfits, matching crew clothing, or clearly show they are together in the initiation.
  • Helicopters do not need verbal initiation ONLY if there are no ground units to initiate on PD/FIB below. Instead, you may initiate by shooting the air several times and give the helicopter reasonable time to pull away. If it does not leave the area, you are clear to shoot, however, be aware passengers in the helicopter may retaliate and backup ground units may arrive who would join the fight as PD has been initiated via shots.
  • In case of a report please make sure to provide footage of at least 3 minutes prior to the incident!

1b. Initiation

Initiation

Initiation refers to the act of clearly starting hostile roleplay with another player through verbal, visible, or implied in-game actions that provide the target with enough context to understand a threat is being made against them. Initiation must be obvious, direct, and give the opposing player a fair opportunity to respond or comply. Random or unclear initiation, or starting conflict without warning or valid reason, is not allowed and may be considered RDM.

  • Initiation must be verbal and clear, unless in a scenario where non-verbal initiation (e.g., warning shots from a helicopter) is explicitly allowed.
  • You must identify your intent and, in group scenarios, clarify group involvement (e.g., “Leave the area or we will shoot.”).
  • Players must be given a reasonable amount of time to react or comply. Killing someone immediately after issuing a demand without allowing reaction time is considered fail RP.
  • Initiation must be relevant to the current situation.
  • Demands must be realistic and possible to follow.
  • Initiation does not persist indefinitely. If significant time passes or the situation resets (e.g., fleeing and hiding), re-initiation may be required.
  • Phones, texts, or social media messages are not valid forms of initiation.
  • Initiation must be contextually appropriate, immersive, and believable. Minimal or vague commands like “hands, hands, hands” without context are not acceptable.
  • Your initiation must communicate: Who is being threatened, What specific action do you expect, and What consequence will occur if they don't comply.
  • Initiation must also make sense within the situation: Do not tell a moving driver to “put their hands up.” Instead, demand they pull over or stop. If a player is unable to comply (e.g., loading in, inside a menu, stuck in place), you must allow them the opportunity or wait for a more valid moment.
Bad Example

Player runs up yelling “hands, hands!” at someone driving away.

“You in the black car—pull over now or we'll shoot your tires out! You've got 5 seconds!”

1c. Auto Initiation

Auto Initiation

In scenarios where this rule applies, if any other form of initiation is made that includes demands (e.g. gang initiation), auto-initiation no longer applies, and regular initiation rules must be followed.

  • If you are lockpicking someone's vehicle or hotwiring it, you are automatically initiated into hostile roleplay with the owner(s) of that vehicle.
  • When police perform a Code 5 stop on you, they are initiating hostile roleplay with you allowing you and your passengers to shoot at them. The Code 5 starts once the police have drawn their weapons on your vehicle and demanded you to step out with your hands up. Valuing your life still applies.
  • Vehicle boost missions (A and S), which involve a GPS tracker that needs to be hacked, are hostile situations where the people in the boost vehicle are allowed to shoot at the police once their pursuit has started. Anyone joining to assist the booster(s) is required to initiate themselves into the situation.
  • For heists (Banks, Vangelico, Pac Standard): the criminals initially involved in the heists are initiated into hostile roleplay with the police. So, once they leave the heist and enter a pursuit, they are clear to shoot the police without saying anything. Anyone joining the pursuit to assist them will need to initiate themselves.

2. Vehicle Deathmatch

2. Vehicle Death Match (VDM)

  • VDM refers to using a vehicle in a way that is intended to kill or seriously harm another player. Vehicles are meant for transport and roleplay, not as lethal weapons.

2b. General Rules

  • Do not use your vehicle with the primary intent to kill, injure, or cause severe damage to another player. Even if someone is threatening your life, you cannot run them over. This does not apply if a player runs into your vehicle and their own actions cause the impact.
  • Reasonable contact during RP, such as PITs, blocking, pinning, or caging, is allowed as long as it is used to influence movement and not to cause serious harm.
  • Repeated or continuous hits with the sole purpose of damaging or breaking an engine are not allowed.
  • Value your life. Deliberately causing high speed collisions, such as swerving into oncoming traffic or forcing high speed impacts, can be considered NVL in addition to VDM.

2c. Speed Guidance & Contact Rules

  • Vehicle-to-vehicle contact should generally happen at around 60 mph or below. This number is a guideline. During chases or intense situations, contact a little above this may happen. However, if you purposely cause contact far above this number, you may be actioned for NVL or VDM.
  • 2d. Death Ramming: Intentionally and repeatedly ramming another vehicle with the goal of breaking the engine is not allowed. If engine damage happens from a single reasonable action like a PIT, block, or pin, it is not considered death ramming. Repeatedly hitting another vehicle to "influence its movements" can be considered death ramming if not done appropriately.
  • 2e. Stationary Vehicles: Once a vehicle becomes stationary (broken, stopped, or stuck), aggressive contact must stop. You may block or cage a stationary vehicle to keep it from moving. You may not intentionally smash into or repeatedly ram a stationary vehicle. This does not include vehicles placed for RP purposes, such as a roadblock.
  • 2f. Contact During Conflict: During hostile RP or active conflict, contact will naturally be more aggressive. More frequent bumps or attempts to disable movement are fine as long as they still follow the VDM rules listed above. Conflict does not give permission to be reckless or intentionally harmful.

2g. Accidents

  • Accidents happen, especially during chaotic situations, respect your fellow player.
  • If you knock a player down, you must let them get up and react before continuing hostile RP.
  • If you run someone over and the situation allows, stop and check on them or provide medical RP if needed.

3. Not Valuing Life

3. Not Valuing Life (NVL)

  • Not properly taking your life into consideration when performing an action such as: jumping off a roof, driving into the ocean, walking/running on the freeway, exiting a moving vehicle, taking a ramp, etc. If one or more of these actions result in your death you could be punished for NVL.
  • If you are held at gunpoint you must comply with their demands, you are not to pull out your weapon and shoot them, nor can you perform any other action than what you are told. For example, calling over the radio before placing your hands in the air when told to do so.
  • If you have a friend who gets the jump on the person holding you up, they may then take over the situation by putting a gun on them. The friend must initiate hostile role-play with the person first, they cannot just shoot the person.
  • If you or the person you are holding up complies with your demand you are not to kill them. You need a legitimate reason to kill them.
  • If you are outnumbered by a party who has weapons and proceed to use your weapon against them, this is considered not valuing your life.
  • If someone has you at gunpoint and lowers their guard AND turns their body away from your person, you may try to escape the situation or take advantage.
  • This is different for police: if a police officer is held at gunpoint and an officer around the corner is notified, he is allowed to shoot if deemed clear to. This is not to be abused by the police; if the police choose to just shoot, it could cause the officer held up to be killed which would defeat the purpose of valuing your life and could result in a punishment.

4. New Life Rule

4. New Life Rule (NLR)

  • If you are incapacitated and revived, you do not have to forget who killed you or how you died.
  • Unless your character personally knows the person who killed you, do not identify the person to the police by name, only by clothes and face.
  • All charges that could be applied if you committed any crimes can still be applied.
  • You can return to a fight if it was outside of a redzone and you were brought back to your feet through any means other than taking the light (respawning).
  • If you are killed and respawn at a hospital, you are to forget any details about your killer and the events that led to the event.
    • You may not report to the police that you were murdered.
    • You may not go back to your location of death, and you cannot involve yourself in any ongoing scene that led to your immediate death until that situation is over and the people involved in your death have left the area.
    • You cannot be reminded of your death to get revenge on those involved in your killing.
    • Unless you are killed by the police all prior charges the police have out on you still apply.
  • Killing Police Officers at a Police Department and committing crimes within/around the outside of a Police Department will be picked up on camera. Even if you kill the cops there, they can review the "footage" and arrest those who raided the PD.
    • This means if a cop is killed at a Police Department he/she can "remember" the clothing of the suspects involved, and anyone fully identified and ran through the police system prior to an officer's death can be "remembered".
    • The police are not to say, "You killed me", they are to say, "You killed an officer(s) at the PD".

5. Powergaming (PG)

  • Power gaming is defined as using mechanics or roleplaying mechanics that do not exist or forcing a scenario onto another player where they have no fair choice or realistic option to counter.
  • *(Note: Rules continue onto other gameplay standards under PG definition as per standard server policies.)*

12. FailRP & Zones

12c. Corrupt Roleplay

  • Purposely committing felonies as a police officer or a medic is not allowed.
  • Using corrupt roleplay as LSPD/LSMC to directly benefit your alternative characters and their associates is not allowed.
  • Examples of corrupt roleplay: Murder, Drowning people, Robbing people or your department, Robbing a bank, Accepting a bribe, Lying on a police report, and Clearing a BOLO for self-benefit.

12d. Teleportation Restrictions

  • While in an active roleplay situation, you cannot use teleportation methods for uses such as escaping or avoiding a situation.
  • Teleportation methods: Elevators, houses/apartments, hospital beds, crusade hospital entrance, and PD/EMS relocators.
  • You cannot wait/camp at elevators with the intent to kill or harm others.
  • *Context Example: Using an elevator while being shot at to escape, or entering/exiting a player-owned property during a chase.*

12e. Weapon/Conflict-Free Zones

  • This refers to areas that prevent you from unholstering weapons and targeting/punching other players, such as hospitals and the Casino.
  • While in an active hostile roleplay situation, you cannot flee to these zones to escape or avoid the situation.
  • You also may not deliberately use these zones as a safe area to avoid/hide from conflict that directly involves you.

12f. Combat Storing/Spawning

  • Vehicles: Taking out, storing, delivering, or chopping a vehicle while actively engaged in an RP scenario (e.g., police chase, shootout, or pursuit) is considered FailRP. This includes player-owned vehicles, armored trucks, and boost vehicles.
  • Water dumping a vehicle to prevent its contents from being stolen/accessed is not allowed.
  • Impounds: Vehicles involved in active combat situations must not be impounded until the scene is fully cleared and no further RP is ongoing.
  • Property Storage: Taking out or storing items in property storage during an active RP scenario is also prohibited.

Redzone Rules

Neighborhood Redzones & Turf Wars

  • All other rules still apply within the redzones excluding RDM (Random Death Match) and NVL (Not Valuing Life).
  • Players are not allowed to engage in combat in red zone neighborhoods unless they are actively attempting to claim the zone for their gang.
  • Once you have entered a redzone area, you cannot leave the zone until the Redzone is over. If you decide to leave the zone, you cannot enter and rejoin that Redzone. This prevents unfair repositioning that dramatically affects the outcome of a redzone fight.
  • If the redzone has been capped (the circle drops) and a fight is still ongoing; players can continue the fight as usual, and all rules still apply as if the zone was still up. You must stay within the original zone borders and NO ADDITIONAL members can join.
  • Once the zone has been captured, all combat has concluded, and only one crew remains alive within the zone, only the winning party is permitted to handle unconscious players. No other crews should enter the zone until the situation has fully concluded. Returning to collect vehicles is allowed only after the situation is over.
  • Crews are not allowed to interfere with the handling or transport of downed players outside of the zone, even if the bodies are at risk of being lost (e.g., by drowning or being taken during transport). Any crew that did not emerge as the final surviving party within the zone relinquishes all rights to re-engage or interfere with the post-conflict process under any circumstances.
  • You cannot return to the same fight at Turf after you have been downed (Reviving and Respawning). Once respawned or revived, you can however go to a different turf.
  • Initiation does not carry over outside of the redzone; both parties must be inside at all times for initiation (KOS) to be valid.
  • Players cannot enter a redzone in large industrial vehicles to use it strategically as cover.
  • Logging out in strategic locations within redzones is not allowed.

Cayo Perico Rules

  • Redzone rules do not apply to Cayo Perico, meaning: You may move around the zone, in and out as you please; Once the zone is capped, it is still a redzone, so combat is allowed; You are not required to keep the combat within the visible circle; you may shoot from inside out or outside in; You may fight over the cap even if you can't win.
  • If you are in active warfare (e.g., shooting at or being shot at) and attempting to flee the red zone area of Cayo, the initiation lasts as long as both parties remain engaged.

Gameplay Policies

25. Scamming

  • Coming to an agreement with another player for a trade/exchange and intentionally not delivering your side of the deal is not allowed.
  • Anything gained from scamming will be removed from the offender.
  • If you are selling items with durability, the buyer must be made aware of its current durability number.
  • While trading/selling boosted vehicles, the other party must be made aware of its boosted status.
  • Please take into consideration that proof needs to be provided for action to be taken and for the missing goods to be returned.
  • This only includes deals/exchanges made in the city for in-city assets and includes trades between our NA and EU servers.

26. TBM (Tax Evasion)

  • Listing a vehicle for a small amount on TBM to avoid tax is at your own risk, which means staff are not responsible for reversing any transactions created like this.

27. Game Mods

  • The use of third-party game modifiers, which provide an unfair advantage and/or are considered unrealistic, is not allowed.
    • Removing terrain/objects (bushes, props, bodies of water, etc.)
    • Loud footsteps, headshot sounds, death sounds
    • Adding unrealistic visual effects (confetti blood-splatters, bullet tracers, disabling night-time, etc.)
    • FOV (field of view) modifiers that extend/enhance the camera view of the perspective of the player beyond the settings available within FiveM/Grand Theft Auto.

Community & Admin

Server Moderation Principles

  • Enforcing Rules Yourself: Enacting your own punishment on players who are breaking server rules is not allowed. Please make a report and allow staff to decide the punishment. Two wrongs do not make a right. Breaking server rules as a result of other rule breakers may result in punishment at staff discretion.
  • Toxicity vs Roleplay: We understand that some players may RP as characters who may come across as "mean" and we're okay with that. Although, this is not an excuse for toxic behavior. There's a fine line between good RP and just being plain mean. Staff will keep this in mind when issuing bans for toxicity.
  • 17. Behavior Outside of MCRP: MCRP staff is not responsible for behavior outside of our servers, our forums, or Discord. Unfortunately, it's difficult for us to get a clear picture of a situation when we don't have access to complete logs. If someone is harassing or bullying you outside of the game, block them.
  • 18. Sharing Accounts: Sharing accounts on MCRP is not permitted. If someone gains access to your account, we are not responsible for any losses or bans you may incur. MCRP accounts sync directly with your Steam account, so keep your Steam details safe.
  • 19. Ban Lengths: We do not have a set length of time for each type of ban. The ban length is completely up to the member of staff who banned you and is often based on a number of factors. Bans can also be reduced OR extended at the discretion of any member of staff.
  • 20. Staff Discretion: Unfortunately, these rules do not cover every single situation. If a situation occurs where MCRP or its players are affected in a negative way, an administrator or higher has the ability to ban you for a reason not listed in the rules. The member of staff who makes use of this "Staff Discretion" policy must provide you with a thorough explanation for the ban and it must be clear that you had a negative impact on the community and/or its players.
